Basel is not a very suitable base for the places you want to see. The time necessary to travel to and fro will limit what you can do in the various destinations you want to visit. Sunset will be around 18:39.
However, if you are committed to staying in Basel, you can work out travel routes and travel times by using the Swiss Timetable:

Please note that Interlaken is not really a destination in itself. The reason people go there is to get access to the mountains and villages of the Jungfrau Region (Jungfraujoch, Schilthorn, Schynige Platte, Männlichen, Harder Kulm; Lauterbrunnen, Grindelwald, Wengen, Mürren). If you didn't intend to go into the Jungfrau Region, I would omit Interlaken from your itinerary.
