I saw on the jungfrau website that a cogwheel ride to Schynige Platte costs CHF31.50 with a half fare card. However on the SBB website, I saw that it costs CHF17.
Is there a difference in the modes of transport?

No difference, that's the only way up.
www.sbb.ch defaults to half fare. Jungfraubahn web site defaults to full fare

But the CHF 31.50 price on jungfrau online shop is already for half fare card. Without thst it would be CHF 63.

This page of the Jungfrau website shows CHF 34. That's a one way ticket, full fare. A return trip is CHF 63, full fare.
