Rail Europe Singapore offers the Swiss Half Fare Card at www.raileurope.com.sg/ pass/swiss-half-fare-card and does not offer delivery through e-mail. There will be a SG$ 15 shipping charge unless you collect the cards from their office in the People's Park Centre at Upper Cross Street.
The SBB webshop at offers the cards at www.swissrailways.com/ en/products/swisshalff arecard and the best approach here is to just pay in CHF, so CHF 120 for each card. It's your bank who will do the conversion and in general that's better than choosing another currency at the website of the vendor. Pick "Online Ticket" when asked for delivery preference to receive the cards via e-mail.
Another option is www.happyrail.com/en/p ass/europe/switzerland /swiss-half-fare-card who charges SG$ 171 per card, but there is a 1% fee for payment by credit card. They also deliver via e-mail.
