Yes you can buy a ticket for the Golden Pass Line (http://www.myswissalps.com/go ldenpass) same as any other train route in Switzerland.
Use the SBB Timetable (http://www.myswissalps.com/ti metable) to find the price. The first price you see will most likely be the half-fare card price. It will say. If so check the option for No Reduction to get the full fare.
The route you want is Montreux to Luzern via Zweisimmen and Meiringen.

Yes, you can. Ticket prices are in the Swiss Timetable:
http://www.myswissalps.com/ti metable
(Use the timetable on the right with the red SBB logo)
The first fare you see on the Swiss Timetable for a particular trip will say “Tickets from CHF ##.##”. You need to click on “Tickets from CHF ##.##” to find out more, at which point you will see that this figure only applies to passengers who have a Swiss Half Fare Card (for tourists) or Half-Fare travelcard (for Swiss residents). Your fare will be double that.
You can also buy tickets from the ticket counter or ticket machines at the station before boarding.
If you are travelling in August, you might want to consider making a reservation for the sector Montreux-Zweisimmen, which is very popular. You can make reservations here:
