The altitude of Mount Säntis is around 2’500m above sea level, so in May there is a good chance of still experiencing snow. Check:

I personally LOVE Mount Santis so my answer to your second question is definitively YES!

We arrived in Appenzell today and the tourist office informed us that the cable car to Santis is closed at the moment, due to recent snow and an avalanche damaging the pylons. They didn’t mention when it will be operational. Ebenalp is open.

Hej !
I am another big fan of the Säntis and I can tell you from past experience that there will be snow up there and it will be chilly and possibly quite windy. It’s dark there right now but in about six hours check the webcam and you will see. If you put Säntis into the search box of MySwissAlps you will see comments I and others have made in the past. I will attach a photo I took on a late afternoon in early October of 2015 from just south of Konstanz (we had been visiting Insel Mainau). Not the best quality as I was using my video camera and in a rush to get the photo before the sun stopped shining on the windows.
