I was able to figure out what happened. Your vignette was actually shipped on June 9, about 90 minutes after you placed the order (I attached their internal order log). The reason I was told it was June 15, was a mistake by their staff: they probably saw the time (15 hours; 3 PM) in that log and mistakenly passed that on as the date to me.
So, the postal services caused the delay in this case. You should have received it in about a week as promised, and that would have been in time for your trip. In cases like this you can send the vignette back to them and they will get you a refund. Since you've already disputed the charge via your credit card, you can send the vignette back and there won't be another refund of course :-) Should the vignette not get delivered at all, please let them know.
As for the phone number: it hasn't changed and you should be able to reach them during office hours through +44 (0)20 36089807. Not sure what happened when you tried to reach them.
This retailer has successfully shipped thousands of vignettes and can definitely be trusted. Otherwise we wouldn't link to them. In this case it was an external factor and some bad luck regarding communication that caused this bad experience for you. Sorry about that!
