As for train trips from and to neighboring countries: international trains are running, and the surrounding countries (largely) adopt the EU policy, meaning that vaccinated travelers can travel in and out quite easily. However, each country may choose to impose additional rules, so you'll have to check the status for Germany, France, Italy and Austria too to be absolutely sure.
