The Golden Pass route starts in Luzern and runs to Montreux via Interlaken Ost and Zweisimmen. From Zürich to Luzern is just a normal train.
The VIP seats are only on the sector between Zweisimmen and Montreux, and only on selected trains, i.e.
- Departures from Zweisimmen at 12:25 and 18:25
- Departures from Montreux at 9:44 and 15:44
The VIP seats are the 8 seats in the first two rows of the first carriage. Seat numbers are 81 to 88. You also need a first-class ticket or pass to travel in the VIP seats.
When are you travelling? From early September 2018 until an as-yet-undetermined date in 2019, carriages with VIP seats will be taken out of operation for refurbishment. So during this time, all GoldenPass MOB Panoramic trains will run without any VIP seats.
Further to that, if you are travelling between 19 March and 1 June 2018, there will be substitute buses for the sector between Château-d’Oex and Montbovon (a stretch of about 10km), and you won’t be able to make any reservations between Zweisimmen and Montreux. That includes the VIP seats, and is due to construction work.

When the reservation is not possible, will the panoramic train still available? In this case, how to determine who gets the vip seat? Is it based on first come first serve basis?

I am not traveling until August 2019 so hope construction is complete and VIP seats available

Yes, without reservations available it is first-come first-served. This is the case with 90% of the trains in Switzerland.
