Will be visiting Switzerland in July and August 2019. When does the rail system increase prices for their travel passes? If its in January would it be better to purchase a 15 day pass before the end of the month or wait hoping for a promotion?

Most but not all retailers will charge the new price if you order for 2019. Things like that can change on a daily basis. But there will probably be a sale of some sorts on Swiss Passes sometime between Jan and May so it’s probably worth waiting to see…

Yes, that might happen indeed. My second links lists current promotions at any time.
Earlier this year we waited for a sale on 1st class passes and got one in early April and traveled in early May. We plan to do the same this coming year.

just curious. If I went ahead and purchased a swiss family pass now and later it went on sale, how do I get a refund of the difference in amount? is there a way?
The Swiss Family Card is free and for children 6 to 15 only. You get it for free when an adult buys a Swiss Travel Pass or Swiss Half Fare Card.

Normally there is a 15% cancellation fee for canceling a rail pass once purchased.
