The coverage of the Regional-Pass Berner Oberland and the Jungfrau Travel Pass is too limited for your plans. A Swiss Travel Pass would cover all your trips with free or discounted travel, including to the border on your trip to Milan.
You can download a map showing what is covered by the Swiss Travel Pass.
As explained in the legend on the map, red lines are trains, yellow lines are buses, black lines are cable cars, white lines are boats. Solid lines are free, dotted lines are discounted. Discounts are mostly 50%, but only 25% for transport where you see the number “1” inside circle near the dotted line. There are a few grey lines on the maps as well, which indicate transport that is not covered by the pass.

Yes, the Swiss Travel Pass as noted by Alpenrose is your best bet I think.
You can use it to travel to the Swiss Italian border town (Domodossola) at the end of your trip and from there you only need to buy a point to point ticket here to Milan.

If I understand the Swiss Pass right, it does not include cable cars in wengen, we will stay 4 nights in wengen so at least we would use 8 return cable car.
and Ticket from wengen to Milan is 100 CHF and Zurich to luzern is 30 CHF.
Do you Still think swiss pass is better ?

What cable cars would you be doing these 8 return trips on?
Wengen is reached by train, free with the Swiss Travel Pass. There’s only one cable car in Wengen, which goes up to Männlichen. The Swiss Travel Pass will get you a 50% discount on that. Most people would only go on that once, and either walk to Kleine Scheidegg, get the cable car back to Wengen or the gondola down the other side to Grindelwald (also 50% discount with the Swiss Travel Pass).
Some other cable cars in the area are free with the Swiss Travel Pass, i.e. Lauterbrunnen to Grütschalp, Stechelberg to Gimmelwald and Mürren. The cable car from Mürren to the Schilthorn is discounted at 50%, as is the gondola from Grindelwald to First. If you decide to go up to the Jungfraujoch, that is a train trip, for which your Swiss Travel Pass would get you free travel to Wengen or Grindelwald and a 25% discount between Wengen or Grindelwald and the Jungfraujoch. I have attached a picture which might help you to visualise the transport options in the Jungfrau Region.
However, the only way to be absolutely sure about what works out cheapest is to add up the cost of each trip you intend to make by train, boat, bus and cable car, and compare that with the cost of using various passes. There is some information to help you do this here:
