If you have a rail pass like the Swiss Travel Pass you do not need to buy ticket, just a seat reservation. You do not need the seat reservation on local trains just on the Bernina Express.
‘Local trains’ are cheaper as you don’t pay the extra reservation fee.
In any case on slow steeply graded single-track mountain lines like the Bernina, local trains are not much slower than ‘express’ trains
