NO not without paying a supplement to the Austrian Conductor who will board the train. It seems that everytime I ride this train there are many people with passes who have to pay

We also are going to be traveling from Switzerland to Germany. I can’t tell for sure if we go through Austria or not. Can we pay this supplement on the train? Or is it less expensive if we do it at a station? How can I find out how much it will cost? Thanks.

I just found out from Swiss Rail .. As your Eurail Pass does not cover Austria, you have to buy a ticket for the stretch St. Margrethen (border) to Lindau. it costs CHF 10.00

You may purchase it on the train or at any Swiss Station like Zurich Hbf…
The other option is to take the Boat from Rorschach to Lindau… cost wise it will be the same as you get 50% off on the boat ride and the Swiss train stops at Rorschach Hafen (at the docks/port)
We will be using this train next week. We will also be using the boat
