That is correct. That’s exactly what’s being discussed here. Actually, you’d best replace ‘cable cars’ by ‘mountain transport’. That’s more accurate as it also applies to funiculars, cogwheel trains, etc. It’s all explained here. Basically you can reach any town for free, but transport into the mountains is discounted.

Another couple of questions:
For the following day trip can I organise tickets for all legs that require additional payment at Lauterbrunnen where the trip starts? Train Lauterbrunnen to Wengen (covered by Swiss Travel Card), cable car from Wengen to Mannlichen (is that discounted with Swiss Travel card – can’t see it on validity map), walk from Mannlichen to Kleine Scheidegg, train from Kleine Scheidegg to Lauterbrunnen (Swiss Travel card gives 25% discount Kleine Scheidegg to Wengen then fully covers Wengen to a Lauterbrunnen).
if you have a Jungfrau VIP pass that gives you one free trip up to Jungfraujoch, do you need to make a reservation to ensure there are seats for you on train? (This will be in July)

The Männlichen cable car is discounted too. If you zoom into the map (like 500% or so) you can see a tiny dotted black line. Cable car tickets are usually only for sale at the cable car station itself. Train tickets can also be purchased from any other station (e.g. you can buy Kleine Scheidegg to Wengen at Lauterbrunnen station).
You never need reservations for the Jungfraujoch trip, regardless of which pass you have. But there’s an option to do so for the Kleine Scheidegg to Jungfraujoch section. If there’s a really beautiful day in mid Summer in the forecast, that’s the time to consider doing so as it can get crowded.
