It covers travel up and down the mountain by whatever route you choose.
Can we have some idea of your overall Swiss travel plans. There may be better options for you than the Mt Rigi Railways Day Ticket. For example the Saver Day Pass covers all travel on the mountain plus return journeys to Luzern (or anywhere in Switzerland for that matter).
Based on your personal itinerary you should read “How to choose the best travel pass” (http://www.myswissalps.com/train/ticketspasses/practical/chooserailpass), download the handy spreadsheet calculator and do the math. The spreadsheet also includes links to the “Where it’s valid” page for all available passes. Be sure to check those pages for each pass you are considering. Study the map AND read all the text on those pages to fully understand what is covered by the respective pass.

Jeet we just visited Rigi last week, there is good option if you like to take the 1 hour ferry from opposite Lucerne train station get off at Vitznau and the cog wheel is waiting there for you, you can return from on top Rigi via Goldau, just take bluecog wheel train at the same station you arrive, then hop off at Goldau just get normal train back to Lucerne, its very nice ride as it goes past most of Lake Lucerne, the total ticket cost for ferry and all the trains was 36sf using half fare card.
