Tough one. I’ve visited both and I can’t say one is better than the other as they are both different. With good weather, I don’t think you can go wrong with either.

I would do Pilatus. But only on a nice day!
My choice is Rigi having visited both. We loved the boat ride from Lucerne to Vitznau. Stepped off the boat and boarded the cogwheel train. Sit on the left side. Surrounding views were better than Pilatus. Took the exciting cable car down from Rigi Kaltbad to Weggis and reboarded the boat back to Luzern. This route is called the “Classic Round Trip”. All FREE with the STP.
