If you want to walk around Zurich then I’d suggest leaving your bags at Zurich main station. Otherwise you would need to back track the Airport to collect them. There are lockers and a left luggage office at Zurich HB. You can find a map of the station at http://www.sbb.ch/en/station-services/railway-stations/shopville-zuerich-main-station.html.
You will find a suggested walking route at http://www.myswissalps.com/hi king/zurich.
Personally I would get straight to the hotel at Luzern, drop the bags off there and then decide on Rigi or Pilatus based on the weather conditions and how you are feeling after the flight. I wouldn’t place a 1-hour walk around Zurich at the top of my priority list.
Everyone is going to have different objectives so you’ll have to decide what’s best for you and what you want to experience.
Here’s a trip report I made after a visit to Luzern in 2017.

Here are some views of and from Pilatus to help you judge it and the Rigi. Also a couple of shots from Hammetschwand showing the lower part…actually, most of…the Rigi.
The top of the Rigi is just above the tree line, so most of the mountain is green. Not so Pilatus. There are certainly good views from Pilatus, at its higher altitude, too.

Although I naturally agree with Rockoyster, as usual, if you should choose to walk around Zürich in spite of his thoughtful advice, there are lockers at the main station:
And, there are also lockers at the airport, if you need them.
In both places, there is also a “left luggage” office in both of those locations.

As I review this entire thread, I have a couple of reactions.
1.- You are trying to fill every moment with something you have read about.
That is a stressful way to travel. Especially so when you have young children with you.
For such an extremely short stay in Switzerland, try not to fill every single minute or add new things that you have just thought about. It is helpful to set a list of priorities, because you will constantly be making trade offs as you travel or plan. There is to much good stuff available to fit it every type of experience into such a short trip.
2.- As you plan, you should be looking at a map. That would help you save time and avoid things such as the possible backtrack to the airport mentioned at one point. It would also help you when you consider options at Luzern.
Many maps will work. This one is particularly useful because of its focus on Switzerland:
map.search.ch/?pos=715392,237056&z=4,
and,
map.search.ch/?pos=688448,255344&z=32 ,
or,
map.search.ch/?pos=675232,211680&z=32
Google Maps does not do a good job on the rail transport.
