Does the Tell Pass cover the “Golden Round Trip” to Mt. Pilatus?

And does it cover the round trip from Lucerne to Mt. Rigi?

This costs 180 CHF vs. the Swiss Travel Pass 3 days which costs 232 CHF

Yes, the Tell Pass entirely covers the Golden Roundtrip of Mount Pilatus and Mount Rigi, but generally a smaller area than the Swiss Travel Pass. See below links for input:
