See the summer timetable here: (it is definitely open in september and all year long for that matter). Don’t prebook tickets, go to the station and buy on the day. Admission to the Glacier Palace is included in the ticket. You can spend 1 hour or 4 hours at the top whatever suits you. The trip from Zermatt to the top is 45 minutes each way. You do not need a tour to do this. The new cable car can move 2,000 people per hour so I don’t think the wait times are very long.
