    I’m just guessing here but maybe it’s to encourage tourists to travel in 1st class. It’s more comfortable and less crowded (although this is no longer the case during peak season).

    Anna is right about this particular promotion. In general: I am not sure why discounts are rare, but I think demand is high, so the railways can’t afford (or don’t need) frequent promotions. When are you planning to travel?
