Titlis, Jungfraujoch in bad weather in October

We arrive in Lucerne from Venice by train on the 21st and have 3 nights in Lucerne,2 in Interlaken and 1 in Basel.
Our itinerary is fairly simple. That is, town sightseeing and visits to Titlis and Rigi in Lucerne, Jungfrau and Lake Thun in Interlaken and sightseeing in Basel city. Back ups are the Aviation Museum and Bern.
I have promised my wife some access to a snow area in Europe and hence our visits to Titlis and Jungfrau. So regardless of weather we will go to at least one the mountains. Noting I am well aware from past experience on other mountains that there will be no views but I keep my promises regardless..
My question is are the facilities open at the top of mountains when the weather is bad or do they closedown some of the facilities due to lack of visitors. Also which mountain would be the best to visit based on facilities in the event of poor weather for the 6 days.
I am not looking forward to the cable car ride to Titlis due to some near lifelong phobia issues. Can you kindly tell the approximate time you are in the actual cable car so I can mentally prepare myself.
I have read all forum posts for over a year now and used all the web pages to plan our trip. The facility has been a great help and the comments by moderators and users has helped me immensely in planning the trip.
For example and after doing the spreadsheet, I decided to purchase a 4 day swiss pass despite the half fare pass being considerably cheaper. The basis of my decision was the convenience factor which has been mentioned many times on the forum. Much better for a worrier like me to pay a little extra and not have stress out over purchasing tickets.
