I don’t know of an app for Bern specifically. In general, for walks in Switzerland, you can find suggestions here: http://www.myswissalps.com/hi king. Each route has a map that you can expand to full screen. It works fine on phones too. Apart from that I use the SwitzerlandMobility app myself, as you can create your own routes in it on a PC and then display them in their app. I think they have suggested routes too but I didn’t look at those yet.
