Swiss Travel Pass prices are the same wherever you buy them (although online/agency may attract a postage or service charge). You can buy Swiss passes on arrival in Switzerland (for example at Zurich airport).
The most flexible option is the Swiss Travel Pass Flex, valid for 3, 4, 8 or 15 days within 1 month, which allows you to choose your days within a 1 month period of validity, so you can avoid travelling if the weather is bad

The train to the Brienzer Rothorn operates from 2 Jun to 21 October 2018, so hopefully that will suit you.

Buying online from the transport operator or at stations would be the same price. I imagine hotels could add an additional fee if they wanted to. Before buying from a hotel reception, I would compare their asking price with the price charged by the operator.

The Swiss Travel Pass I would definitely buy online and have it emailed to you (no charge). Then you have it with you upon arrival as you print it at home.
If you buy mountain excursion tickets online, I’d wait until the day of travel or the day before to ensure the weather looks good (or make sure the retailer hasn’t set a date for you and you can use the ticket the next day if the weather looks better).

There is a station where you can buy tickets before boarding those trains or cable car yes. So right where you board there will be an office to buy your ticket.
